Abstract
This thesis is entitled Implementation of the Village Fund Allocation (ADD) Policy in Rondo Woing Village, Rana Mese Sub-District, East Manggarai Regency. The main research question addressed in this thesis is: How is the implementation of the Village Fund Allocation (ADD) policy carried out in Rondo Woing Village, Rana Mese Sub-District, East Manggarai Regency? The theoretical framework used in this research focuses on the implementation of the Village Fund Allocation (ADD) policy. This study employs a qualitative descriptive method. Primary data sources are the key informants, while secondary data include documents related to the research variables. Data collection techniques used in this study include interviews, observation, and documentation. Data analysis was conducted through data reduction, data presentation, and drawing conclusions, which were then analyzed descriptively and qualitatively. The findings of this study indicate that: (1) The management of the Village Fund Allocation (ADD) in Rondo Woing Village in 2022 and 2023 was focused on village governance and community development. All activities were carried out in accordance with regulations, with transparent and accountable oversight. Community participation was strengthened through deliberations and village data updates. The disbursement of ADD by the Regional Financial and Asset Agency (BKAD) of East Manggarai was conducted in four phases annually, following a well-organized and regulated mechanism. The village government also prepared the Village Revenue and Expenditure Budget (APBDes) and submitted financial realization reports in a timely manner, reflecting good and rule-based financial governance. (2) The use of Village Fund Allocation (ADD) in Rondo Woing Village in 2022 and 2023 amounted to IDR 355,923,006 and IDR 349,027,024 respectively, focusing on village governance and community development. The fund management was carried out in compliance with regulations, with community participation and supervision from the Inspectorate. The ADD was utilized for government operations, civil registration administration, and improving village security, aiming to realize transparent, accountable governance and improved public services. Based on the above analysis, the author concludes that the implementation of the Village Fund Allocation (ADD) policy has been carried out effectively, with transparent, accountable, and participatory management and utilization of the funds
