Abstract

The problem raised in this study is the low level of birth certificate ownership in Kupang City, which has an impact on limited public access to basic rights such as education, health services, legal protection, and other administrative documents. This study aims to determine the role of the Population and Civil Registration Office in increasing public participation and identify factors that cause low birth certificate ownership. In this study, Soekanto's role theory is used as the basis for analysis, which divides roles into three main dimensions: position, power, and authority. These three dimensions serve as a reference in assessing how the Population and Civil Registration Service operates in increasing birth certificate ownership in Kupang City. The method used is descriptive qualitative, with data collection techniques through interviews, observation, and documentation. Informants in this study consisted of representatives from the Population and Civil Registration Service of Kupang City and the community as service recipients. The research results show that the Population and Civil Registration Office of Kupang City plays a crucial role in increasing public participation in birth certificate ownership. This role is analyzed through three main indicators: position, power, and authority. The Dukcapil's position as a technical institution under the regional government provides a strong structural foundation for administering population administration. This institutional authority is realized through efforts such as outreach services, cross-sectoral collaboration, and the use of social media and digital technology. Meanwhile, authority is exercised based on valid legal provisions and implemented through standard operating procedures, online services, and service innovations that adapt to community needs. This study concludes that increasing birth certificate ownership in Kupang City requires an active and strategic role from the Population and Civil Registration Office. The three indicators of role, position, power, and authority have been implemented functionally, innovatively, and responsively to community needs. Therefore, this study recommends that the Population and Civil Registration Office increase the intensity of outreach, simplify administrative procedures, and expand service coverage to encourage community participation in obtaining birth certificates as a form of fulfilling civil rights from an early age.
