Abstract

This study aims to explore the Leva or Lewa tradition in Lamalera Village, Lembata Regency, from the perspective of marine ecosystem conservation policy. The Lewa tradition, a centuries-old practice of whale hunting, holds deep social, economic, and spiritual significance for the Lamalera community. However, this tradition also poses challenges, as it intersects with modern conservation policies that prohibit the hunting of protected marine species. Using a qualitative approach, this research employed in-depth interviews and document analysis to examine how this cultural practice can coexist with national conservation efforts. The findings reveal that the Lamalera community follows a strict set of customary rules that regulate ethical whale hunting practices, such as prohibiting the killing of pregnant whales and relying solely on traditional tools. These local norms reflect a form of indigenous conservation aligned with sustainability principles. On the other hand, state policies and legal frameworks have not always accommodated local wisdom, leading to tensions between the government and indigenous communities. Thus, a more integrative policy approach is needed—one that respects and includes local communities in marine conservation efforts to achieve a balance between environmental sustainability and cultural preservation.
