Abstract
This research is motivated by the imbalance between the increasing population and vehicle numbers in Kupang City and the development of road infrastructure, leading to congestion, particularly on Soeverdi Street. The purpose of this study is to analyze the impact of the one-way street system implementation on accessibility at Soeverdi Street No. 20, Oebufu Village, Oebobo District, Kupang City, East Nusa Tenggara, focusing on changes in distance and travel time, as well as the factors causing traffic violations. The research method used includes the collection of primary and secondary data. Primary data was obtained through speed surveys using the Moving Car Observer method and interviews with drivers who violated traffic rules. Secondary data was obtained from Google Maps to obtain distance and travel time data. The data was analyzed using the accessibility index formula for distance and time to calculate changes in accessibility before and after the implementation of the one-way street system. Interview analysis was conducted using the thematic analysis method to identify the factors that cause drivers to violate the rules. The results of the study indicate that the implementation of the one way street system has a negative impact on accessibility on Soeverdi Street. There was an increase in distance and travel time after the implementation of the one-way street system, which indicates a decrease in accessibility for road users. Based on the analysis of the distance accessibility index, the first segment showed a difference of 33%, and the second segment showed a difference of 17%. The interview results revealed that most drivers violated the rules because they wanted to shorten travel time. In addition, the lack of socialization and unclear signs were also factors causing violations.
