Abstract
Traffic congestion is one of the main problems in urban areas, especially at intersections without signal control. The Four-Legged Intersection of Jalur 40 Sikumana in Kupang City is one of the locations that often experiences vehicle accumulation due to high traffic volumes and limited maneuvering space. This condition causes delays, long queues, and a decrease in the level of service. This study aims to evaluate the feasibility and impact of implementing a Left Turn on Red (LTOR) lane on intersection performance, in terms of geometric characteristics, traffic volume, level of service (LOS), delay, and queue length. The research method was carried out through field surveys for six days (Monday–Saturday) during peak hours (morning, midday, and afternoon) with a 15-minute observation interval. The data collected included intersection geometry, traffic volume, vehicle speed, delay, and queue length. The analysis was conducted using the Indonesian Highway Capacity Manual (PKJI 2014/2023) and intersection performance evaluation methods. The results were then compared between conditions before and after LTOR implementation to assess the extent to which this intervention could improve capacity and traffic efficiency. The results show that the implementation of LTOR at the Jalur 40 Sikumana intersection is technically feasible, considering the geometric conditions with a lane width of 3.25–3.5 m, a length of more than 30 m, and an adequate turning radius. In terms of performance, LTOR reduced the average delay from 65 seconds (LOS E) to 45 seconds (LOS D) and shortened the maximum queue length from 110 m to 75 m. Thus, LTOR has been proven to improve traffic flow efficiency, although it still requires the support of lane markings, traffic signs, and traffic enforcement to ensure safety and user discipline.
