Abstract
Side obstacles are a common problem in market locations, including the Atambua market. One of the congestion points occurs at the new Atambua market on Vetor Lidak Street with high activity identities that can cause a decrease in road performance which results in congestion along the road in the form of: Pedestrians, parked vehicles, incoming and outgoing vehicles and non-motorized vehicles. This study aims to determine the effect of side obstacles on road capacity, traffic volume, vehicle speed, degree of saturation on Vetor Lidak Street from in front of Wins Motor to Fulur Jaya 1 Shop based on Indonesian capacity guidelines (PKJI2023) and provide solutions to optimize road side obstacles through the results of observation analysis. Data collection in this study was conducted manually by recording on survey sheets by the surveyor, and supported by photographic documentation. Field surveys were needed to obtain accurate primary data, such as traffic volume, vehicle travel time, road geometric data, and side obstacles. The analysis method used actual field data that included speed, traffic volume, side obstacles, road geometry, and population for Vetor Lidak Road. Based on calculations using the 2023 PKJI, the highest traffic volume occurs on Mondays, between 5:00 PM and 6:00 PM, at 414.00 pcu/hour, with very high side barriers (1,248.70) and a road capacity of 1,227.07 pcu/hour. The average vehicle speed is 13.91 km/hour, and the highest degree of saturation (DJ) is 0.35, with a service level of category B. The recommended solution is to provide parking spaces, install prohibition signs, and enforce a ban on on-road parking.
