Abstract

This research is entitled Partnership Between the Village Consultative Body and the Village Head in the Implementation of Village Government in Watooone Village, Witihama District, East Flores Regency. The problem raised is the partnership relationship between the Village Consultative Body and the Village Head in Watoone Village. The aim of this research is to determine the role and synergy between the BPD and the Village Head in carrying out government functions at the village level, as well as the factors that influence the quality of the partnership between the BPD and the Village Head. The benefit of this research is as material to increase knowledge and in-depth understanding of the form of partnership between the BPD and the Head in administering village government. The research method used is descriptive qualitative. Samples are determined by technique purposive. The types of data used are primary and secondary data. Data was analyzed qualitatively to describe the partnership relationship between the Village Consultative Body and the Village Head in Watoone Village. The research results show that the partnership between the Village Consultative Body (BPD) and the Village Head is a vital component in the implementation of village government which functions to ensure transparent, accountable and participatory government. BPD is an institution formed as a representative of village communities, which has carried out its duties, namely conveying community aspirations, supervising the running of village government, and participating in the preparation of village policies. The Village Head, as the executive leader, is responsible for carrying out programs and activities that have been agreed upon with the BPD and the community. Effective communication, transparency and community participation are the main keys to the success of the partnership between the BPD and the Village Head. Researchers recommend to the village government that the Village Head and BPD must build effective communication. Increase transparency and accountability, build trust and mutual respect. This is done to ensure the achievement of sustainable and inclusive village development goals. And also the village government can function more effectively and efficiently in improving the welfare of the Watoone village community.
