Abstract

Kupang City House of Representative Secretariat (DPRD) has an important role in supporting the performance of DPRD members, starting from planning, administrative process, preparation procedure, up to the implementation of all DPRD activities agenda, which is often facilitated by DPRD Secretariat. The early collected data indicated that Kupang City DPRD Secretariat was not maximal yet as shown in its percentage ranged from 75% to 90%. This reality was estimated caused by the dominant factors such as motivation, work culture, and work environment. The problems of this research were stated as follow: 1) What is the description of work motivation, work culture, work environment and employees’ performance of Kupang City House of Representative Secretariat? 2) Do the work motivation, work culture, and work environment partially influence significantly the employees’ performance of Kupang City House of Representative Secretariat? 3) Do the work motivation, work culture, and work environment simultaneously influence significantly the employees’ performance of Kupang City House of Representative Secretariat? The population and sample of this study was 93 employees. The results of descriptive analysis indicated that the performance (66.34%), work motivation (65.81%), work culture (66.95%), and work environment (67.17%) were categorized as good enough. The results of t-test showed that partially work motivation ( 2.922, sig. 0.004 < 0.05), work culture (2.725, sig. 0.008 <0.05) and work environment (4.020, sig. 0.000 < 0.05) had a positive and significant effect on the employees’ performance. The results of F-test showed that simultaneously the three independent variables (32.638, sig. 0.000 < 0.05) had a positive and significant effect on the employees’ performance. The results of determination coefficient (R2 ) indicated that the three independent variables contributed 52.4% on the employees’ performance, while the rest of 47.6% was contributed by other variables excluded in this research. Based on these results, it is recommended to the management of Kupang City House of Representative Secretariat to treat fairly the employees regarding work division, honorary, and official trip fair. Besides, there should be fair treatment to undisciplined employees.
