Abstract

Religious Affairs Office (KUA) existing in each sub-district at Kupang City supports the performance of the National Religious Affairs Ministry. Sub-district KUA was formed to increase the service and guidance rendered to Islam Community (Bimas Islam) in regencies of East Nusa Tenggara (NTT) Province. The average KUA performance indicator achievement at each sub-district at Kupang city was 66% - 69%. The percentage of lowest KUA performance was Alak sub-district (66%), and the highest percentage was at Kelapa Lima sub-district (69%). Therefore, the problem was the performance didn’t meet the set target. Based on this background, the following were the stated problems: 1) What is the condition of performance, discipline, leadership, and motivation at sub-district KUA of Kupang City? 2) Does the leadership significantly influence the employees’ performance at Sub-district KUA of Kupang City? 3) Does the motivation significantly influence the employees’ performance at Sub-district KUA of Kupang City? 4) Does the leadership significantly influence the discipline at Sub-district KUA of Kupang City? 5) Does the motivation significantly influence the discipline at Sub-district KUA of Kupang City? 6) Does the discipline significantly influence the employees’ performance at Sub-district KUA of Kupang City? The results of descriptive statistics analysis showed that performance, discipline, leadership, and motivation at sub-district KUA of Kupang City were categorized as good enough. The results of inner model indicated that discipline, leadership, and motivation had a significant effect on the employees’ performance at Sub-district KUA of Kupang City. Besides, leadership and motivation had a significant effect on the employees’ discipline at Sub-district KUA of Kupang City. Based on these results, it is suggested to KUA Sub-district management of Kupang City to improve and raise the leadership aspect particularly to provide a pleasant working environment. Therefore, the management should be more open and involve the others in the decision making. Furthermore, the management must be fair in disciplining the employees.
