Abstract

The performance quality of civil apparatus becomes an important need to support both national and regional development. Enhancing the employees’ performance in any organization should be executed, including in the regional organizations. Energy and Mineral Resources Office, of NTT Province, there were 3 activities which did not meet the target yet, namely exploration control and production operation, the data collection of water resources and drilling well provision, and controlling effort of general mine. Based on this background, the following are the stated problems: 1) What is the description of performance, working motivation, communication, and employees’ emotional intelligence at Energy and Mineral Resources Office, of NTT Province? 2) Do the working motivation, communication, and employees’ emotional intelligence partially influence significantly the employees’ performance at Energy and Mineral Resources Office, of NTT Province? 3) Do the communication, and employees’ emotional intelligence partially influence significantly the employees’ working motivation at Energy and Mineral Resources Office, of NTT Province? The results of descriptive statistic analysis showed that the performance, working motivation, communication and emotional intelligence were good were categorized as good enough. The results of bootstrapping showed that working motivation, communication, and emotional intelligence partially influence significantly the employees’ performance at Energy and Mineral Resources Office, NTT Province. Furthermore, leadership, work environment, and individual competence significantly influence the employees’ working motivation. Furthermore, communication and emotional intelligence partially influence significantly the employees’ working motivation at Energy and Mineral Resources Office, NTT Province. Based on these results, it is recommended to the management of Energy and Mineral Resources Office, NTT Province to increase the performance by motivating employees, facilitating communication and enhancing the emotional intelligence. Besides, the management acknowledges the employees’ abilities and skills so that the employees will feel being respected and recognized by the management.
