Abstract

The Navigation class II Kupang is a technical implementing unit in the field of navigation within the General Directorate of Sea Transportion within the Ministry of Transportation which is under and is responsible to the General Director of Sea Transportation. In an effort to achieve good performance the Navigation class II Kupang has set targets to be achieved. Achievement of targets in the Navigation class II Kupang is not optimal, out of the ten total activities, only two activities with one hundred percent achievement, namely inventory of operational goods / Operational services for navigating and preparing tidal data. This study specifically examines work motivation, job satisfaction, leadership and work discipline. Problem formulation: 1)What is the picture of the performance, work motivation, job satisfaction and leadership in the Navigation class II Kupang?;2)Does work discipline, work motivation, job satisfaction and leadership have a positive and significant effect on the performance of the state civil apparatus in the Navigation class II Kupang?;3)Do work motivation, job satisfaction and leadership have a positive and significant effect on the performance of the SCA in the Navigation class II Kupang.The result of the descriptive statistical analysis obtained the following picture: performance = 66,28; work discipline = 67,44; work motivation = 67, 06; job satisfaction = 67,18; and leadership = 67, 13 These results show that all variables are good enough. Path analysis result; work discipline (2,042; sig. 0,047), work motivation (4,935; sig. 0,000), job satisfaction (3,886; sig. 0,000); and leadership (4,092; sig. 0,000) have a significant effect on the performance of the SCA in the Navigation class II Kupang, Then work motivation (4,318; sig. 0,000); job satisfaction (5,438; sig. 0,000); and leadership (7,281; sig. 0,000) have a significant effect on the work discipline of the SCA in the Navigation class II Kupang. The results of the coefficient of determination (R²) states that the contribution of the variable work dicipline, work motivation, job satisfaction and leadership to the performance variable of 93,8%; the contribution of work motivation, job satisfaction and leadership to the work discipline variable was 88,6%.Based on the results of this study, it is advisable to the leadership and SCA in the class II Navigation District to encounter and improve the discipline of SCA work, by giving firm acts to state civil officials who do not comply with working hours, increase the work motivation by giving praiseand reword to the civilian apparatus of the state of the achievement, improving work statisfaction by doing activities together and improwing the quality of leadership by building a smooth and consistent communication.
