Abstract

The purpose oh this research isto find out: 1) What is the description of employees’ performance, organizational commitment, leadership, work environment, and communication at the Regional Development Planning and Research Agency, Kupang Regency?2) Significantly influence leadership to the employees’ organizational commitment at the BP4D, Kupang Regency; 3) ) Significantly influence leadership to the employees’ performance at the BP4D, Kupang Regency; 4) Significantly influence work environmentto the employees’ organizational commitment at the BP4D, Kupang Regency; 5) Significantly influence work environment to the employees’ performance at the BP4D, Kupang Regency; 6) Significantly influence communication to the employees’ organizational commitment at the BP4D, Kupang Regency; 7)Significantly influence communication to the employees’ performance at the BP4D, Kupang Regency; 8) Significantly influence organizational commitmentto the employees’ performance at the BP4D, Kupang Regency.The sample in this study was 63 employees at BP4D Kupang Regency. The data were collected by distributing a questionnaire and the collected data were analyzed using SmartPLS. The results of descriptive statistic analysis indicated that employees’ performance (66,51%), organizational commitment (66.56%), leadership (67.97%), work environment (66.98%), and communication (67.87%) were categorized as good enough. The results of path analysis showed that leadership (1,991,sig. 0,047 <0,05), work environment(3,482,sig. 0,001 <0,05)and communication (2,017; sig. 0,044 <0,05)had a positive and significant effect on organizational commitment. Besides, organizational commitment (2,073; sig. 0,039 <0,05),leadership (2,780; sig. 0,006 <0,05), work environment(4,868; sig. 0,000 <0,05)and communication (4,099; sig. 0,000 <0,05)had a positive and significant effect on employees’ performance. The results of determination coefficient (R2)indicated that leadership, work environment, and communication contributed 96.5%on organizational commitment, while the organizational commitment, leadership, work environment, and communication contributed 97.8%on employees performance.Based on these results, it is suggested to the leader of BP4D, Kupang Regency to motivate employees to be willing and ready in seriously achieving thework targets.
