Abstract

The purpose of this study is 1) To describe the management and use of village funds in Tenawahang Village, Titehena District, East Flores Regency. 2) To determine the inhibiting factors of the cycle of management and use of village funds in Tenawahang Village, Titehena District, East Flores Regency. The focus of this research is the stage of village fund management which includes: Planning, implementation, administration, budgeting, reporting and accountability. And the second is an inhibiting factor in managing village fund allocation. This type of research is qualitative descriptive. Data collection techniques used th ree ways, namely observation, interviews and documentation.the source of the data used is the primary data, that is, the data abtained directly from researchers desired responders, whether trhought interviews with sources, and other filed data colleting. The primary data needed is village and community governments response to the management of village founds over the years. The results can be concluded from this study that the management of village funds in physical development in the village of Tenawahang is in accordance with applicable regulations and quite run well, but there are still some obstacles encountered. Implementation of development is intended for the public interest in the form of real construction of facilities and infrastructure, said accountability is good and the village government has been able to report on activities in accordance with the specified time schedule. There is also an inhibiting factor is that the village government still lacks human resources and understanding of program planning.
