Abstract

This research was written by Polikarpus Manek regis number 31116054. Development Economics Study Program, Faculty of Economics and Business under the guidance of supervisor I Br. Salomon Leki, SE., M.Ec. Dev and the second supervisor, Mr. Adrianus Ketmoen, SE., MM with the research title Analysis of the Effectiveness and Efficiency of Village Budget Management in Manulea Village, Sasitamean District, Malacca Regency, Fiscal Year 2018-2019. The objectives to be achieved in this research are (1) to determine the level of effectiveness and efficiency of Village Budget Management in Manulea Village, Sasitamean District, Malacca Regency, 2018-2019 Budget Year; (2) to find out what factors affect the effectiveness and efficiency of Village Budget Management in Manulea Village, Sasitamean District, Malacca Regency, 2018- 2019 Fiscal Year. Data collection techniques were carried out by means of documentation and interviews. The data analysis technique in this research is descriptive using a measuring instrument of the ratio of effectiveness and efficiency. Researchers used secondary and primary data obtained from the Manulea Village office, Sasitamean District, Malacca Regency for the 2018-2019 Fiscal Year in the form of a Village Budget and the researchers conducted a direct observation in the field. The results showed that: (1) Effectiveness of Village Budget Management in Manulea Village, Sasitamean District, Malacca Regency, 2018- 2019 Fiscal Year with an average level of effectiveness of 100%. Thus, it means that the level of effectiveness of village budget management in Manulea Village, Sasitamean District, Malacca Regency, 2018-2019 budget year is effective. Efficiency of Village Expenditure Management in Manulea Village, Sasitamean District, Malacca Regency, 2018-2019 Fiscal Year with an average efficiency level of 100%. Thus, it means that the level of Village Expenditure Management Efficiency in Manulea Village, Sasitamean District, Malacca Regency, Fiscal Year 2018-2019 is less efficient. and in fact there are still many people who have not felt the welfare of such as in the implementation of village development. Overall, there are still many families who live in unfit for habitation, there are three villages that lack clean water and there are still many roads between villages that are damaged. However, the budget that is budgeted in the process of implementing the development in Manulea Village is carried out in stages. For example, in the construction of houses, some directly receive keys, some just renovate the house, and also some roads between villages in the Manulea Village area have been repaired and there is also the provision of water infrastructure such as viber. Therefore what is happening now is that there are still many roads between villages in the Manulea Village area that are very damaged and there are still many people who live in houses that are not suitable for habitation and there are 3 (three) villages that lack clean water.
