Abstract

Work culture as philosophy of values becomes the characteristics, habits and driving forces that are shared by each individual in the work environment of an organization. In the grand design of the 2010-2025 Bureaucracy Reform, work culture is understood as a culture set that shows how work culture values are internalized by using certain vehicle facilities, so that the public can feel excellent service from the government. The Ministry of Religious Af airs as part of the government sector has established the Five Values of Work Culture, namely Integrity, Professionalism, Innovation, Responsibility and Exemplary. The Five Values of Work Culture of the Ministry of Religious Af airs is indeed very ideal and in line with President Joko Widodo's program related to mental revolution. Therefore, the Five Values of Work Culture are required to be applied in all work units of the Ministry of Religious Af airs in Indonesia. STAKN Kupang, East Nusa Tenggara, is a religious institution under the Ministry of Religious Af airs must apply the Five Values of Work Culture in all of its duties and functions. This qualitative research with a descriptive approach was conducted to find out how the application of the Five Values of Work Culture at STAKN Kupang. The analysis used some methods in collecting data namely interview, observation and documents. The Research relies on ef orts to find out and describe the application of the Five Values of Work Culture of the Ministry of Religious Af airs. Then, to find out inhibiting and supporting factors as well as formulating recommendations to improve the quality of implementation of the Five Values in realizing good governance at STAKN Kupang. The results showed that the Five Values of Work Culture has been applied in the scope of the STAKN Kupang to become the fundamental reason for the implementation of the duties and functions in the era of mental revolution. The socialization, organizational communication, organizational commitment and leadership commitment have been carried out so that the Five Values of Work Culture of the Ministry of Religious Af airs can be implemented well. Where as the strategy of implementation can be carried out with bureaucratic reform within the big frame of mental revolution, so that the landscape that will be seen is structuring the culture set and mind set of the entire STAKN Kupang academic community, so it can able to provide excellent service for the wider community. The biggest obstacle in implementing the Five Values of Work Culture is the role model of leaders at STAKN Kupang.In the development of organizational culture, it is almost certain that leaders become agents of change. As an agent of change, one of the expected significant contributions is to act as a role model in realizing the Five Values of Work Culture in STAKN Kupang that is the only Christian religious education institution in NTT is able to "become a leading Christian educational institution to create a strong and qualified Human Resources "
