Abstract

The purpose of this study is two :1). to find out how much the revenue of the sewer retribution on kupang to local government,2). to find out what factors affect the effectiveness and efficiency of mussel retribution of Kupang city. The study uses a quantitative descriptive method. The data used are target and realization receipt of port retribution, the operating expense for waste management, data mussel fresh income 2013-2017. Data analogy used in this study is an analysis of effectiveness, efficiency and contribution. The result of study are at an effective rate of receiverabelity over 2013-2017. A years higt effectiveness in 2017 is 129.973 %. The efficiency of drainage charges falls in an inefficient category because the cost is greater than acceptance. The contribution of the regulator share of the kupang citys original income from 201-2017 contrubutes while its contribution retio tends to rice each year, only in 2014 a decline of magnitude and in 2017 a 1.110 % increase from target 0,422%. The factors affect the lack of effectiveness of accepting land retribution because the mussels are very low in regard to the maintenance of the sewer system, are setting hight targets, the number of customers, the adjustment in tarips,and lack of communication. Factors affecting the inefficiency of mussel city garbage receipts are a greater cost than revenue. With the result of this study, the city government is expected to evbe able to revaluate or reassess the host system there is more assertive sanction and socialization must also be enforced for society the current chhoses to pay the retribution at exactly the time.
