Abstract

The formulation of the issues raised from the title of this research is How is the potential of fishery resources in East Flores regency? and How is the poverty alleviation program through the utilization of fishery resources in East Flores District?Thisstudy aims to analyze poverty alleviation through the utilization of fishery resources in East Flores Regency. The method of analysis used is descriptive qualitative. Data sources are primary data and secondary data.The results of this study indicate that in 2013 before there was assistance from the government the amount of income per capita in East Flores only Rp.10.890.000 with the number of poor RTP as much as 489. In 2014 the Government of Flores Timur through the Department of Marine and Fisheries East Flores assistance to fishermen so as to boost the per capita income and reduce the poor RTP. The poverty alleviation program undertaken by the government of Flores Timur District through the Office of Marine and Fisheries which provides assistance to fishermen in the form of motor boats, boat boards, and hiba funds is very helpful in reducing poverty in East Flores District. This is evident from the assistance provided by the government to the fishermen can help the fishermen catch more fish in order toincrease the income of the fishermen. In addition, if the income of fishermen is increasing then it can encourage fishermen to expand their business by increasing the number of fishing gear and absorb a lot of manpower. The fishermen still experience manyobstacles in developing their business such as minimal working capital, lack of skilled labor, and marketing place.Based on the results of the research, it is suggested that fishermen expected that the existing empowerment program is utilized as well aspossible to facilitate the effort to reduce the poverty rate in East Flores Regency. For the government is expected to continue to pay attention to all the existing fishermen. And the need for cooperation to support each other between the government and fishermen.
