Abstract

The purpose of this study is 1) Knowing how systematic or criteria to be able to receive PEM Funds. 2) Knowing the community's ability to manage PEM Funds. 3) Knowing how the rate of return for PEM Funds in Merdeka Kelurahan of Kupang City.The analytical tool used for the rate of return on managing economic empowerment funds is descriptive analysis. Descriptive analysis is an analysis used to analyze data by describing or describing data that has been collected as it is without intending to make conclusions that apply to the public or generalization such as PEM Funds, PEM Fund Receipts,PEM Fund Management and PEM Fund Refunds in Merdeka Village. Researchers used secondary data obtained from the City of Kupang Independent Office,Data taken from 2015-2019. Secondary data in this study are PEM Fund Receipt and PEM Fund Refunds at Merdeka Village.Referring to the results of descriptive analysis the following conclusions can be drawn; 1)The recipients of PEM funds are declared to have met the requirements stipulated by the Regional Budget (APBD) of the Merdeka District. 2)The community has not been able to manage PEM funds, this is seen from traffic jams (arrears) in making repayments. 3) The rate of return of PEM funds in the Kelutrahan Merdeka City of Kupang is experiencing congestion, because the funds received are not well managed and even are used for consumptive purposes.
