Abstract

Is one of the assets owned by each region to empower the communities in improving the economic level. but in practice, often between the government and the community does not get the desired harmony. Each has interests that are difficult to put togheter. The reality that occurs in West Manggarai district shows that the community has interests that motivates rejection. As a result, society shapes its space for action. The purpose of writing this scientific paper is to explain and describe the dynamics of community resistance to tourism policy in the district of West Manggarai. By identifying various models of citizen resistance, it is hoped that the government and tourism stakeholders will rethink and re-arrange the tourism development model so that it benefirst more local residents. Data sources through internet. The data obtained were then analyzed using James C. Scott’s theory resistance to see forms of resistance in action. The conclusion of the writing scientific papers that the from of community resistance shows that the development of tourism in Manggarai is in the form of open resistance (public resistance). Suggestions for the government of West Manggarai Regency could provide an apportunity for the people of West Manggarai to participate starting from the stage of the decision making, implementation of activities, evaluation, and utilization of development results.
