Abstract

The main problem in this Scientific paper is how is the implementation of the development policy of lake ranamese tourism object by rutengnature park?, what is the inhibiting factor for the implementation of lake ranamese tourism object development policy?, how is the effort being made to overcome the obstacles that affect the implementation of lake ranamese tourism object development policy?. Thus this scientific paper aims to describe and analyze the implementation of the ranamese lake tourism object development program development policy, to fine out what efforts are taken by the ruteng natural tourism park in handling the inhibiting factors for the development policy ranamese lake attractions. The theory used in this scientific paper is the theory of Edwar III which includes: communication, resources, characteristics of implementing agents. The results of the discussion showed that so far the implementationof the development policy of lake ranamese tourism object by the ruteng natural tourism park is marked from the (1) communication that is communication between related agencies has been going well. (2) resources, namely human recources, are staff or employees who work at the lake ranamese site are working well, although there are still limited staff. Facilities and infrastructure are quite good although not yet optimal. Budget, sourced from NTT BBKSDA DIPA funds. (3) the characteristics of the implementation agent, here the characteristics of the implementation agent in the service are already working well. Inhibiting factor in the implementation of lake ranamese tourism object development policies, namely lack of communication with the private sector and the community, budget allocation is still too minimal,lake of promotion, lack of human resources mastering IT and foreign languages, lack of awareness of tourists in the field, lack of public awareness. Supporting factors, namely there is already clear communication from the ruteng nature tourism park to other agencies, the availability of facilities and infrastructure, the availability of funds,the tourism objects is very supportive, the location is very strategic, the availability of adequate networks and roads. The conclusion of the implementation of the policy of development lake ranamese tourism object park studies through it is not optimal. From the implementation of the development policy for lake ranamese tourism object still has inhibiting factors but there are also supporting several things, namely increasing promotion, increasing facilities and infrastructure, expanding cooperation both private and public, services such as accommodation and visitor safety mush be improved.
