Abstract

The aims of study are, first, to understand the description of competency, leadership style and organizational commitment, and organizational citizenship behavior of the officers at PHRDA of East Flores Regency. Second, to find how competency, leadership style and organizational commitment simultaneously influence the Organizational Citizenship Behaviour of the officers at PHRDA of East Flores Regency. Last, to find how the competency, leadership style and organizational commitment partially impact on the Organizational Citizenship Behaviour of the officers at PHRDA of East Flores Regency. The population in this research is all public servants at PHRDA of East Flores Regency. It has been conducted by observing forty-three public servants who work at the organisation. The amount of sample is similar to the amount of the population observed. Data has been collected through questionnaire distribution, observation with documentation and it has been analysed by using descriptive statistic and inferential statistics methods (multiple linear regression). The descriptive analysis result shows that each variable which are competence, leadership style, organizational commitment and Organizational citizenship behavior are in a good category. Meanwhile, inferential analysis result shows that the competence, the leadership style and organizational commitment simultaneously and partially bring positive and significant on the performance of the officers at PHRDA of East Flores Regency. Furthermore, the leadership style was variable which dominantly affect the organizational citizenship behavior of the officer at PHRDA of East Flores Regency. This research provides recommendation to the top leader of PHRDA of East Flores Regency to maintain and increase the organizational citizenship behavior of the officers by establishing an active communication with the officers at the staff level and put more attention on the welfare of the officers. Furthermore, in order to maintain and enhance the organizational effectiveness PHRDA of East Flores Regency are recommended to establish a comfortable organizational working environment and providing more opportunity for the staffs to increase their professional competence through various technical training and formal education.
