Abstract
Which aims to determine the dynamics of conflict between indigenous Beti tribes and the Kupang Regency Government as a causal relationship of the movement resistance to the development of government affairs policies over the division of the East Amabi Oefeto sub-district. Based on the letter of release of land rights number: 01 / DOMF / I / 2002, the government addressed to Amabi Oefeto Timur Subdistrict, continued with the issuance of the right to use certificate number 2 of 2002 on the land claimed by the Beti as customary land. This study used descriptive qualitative method. The type of data used are primary data taken by observation techniques, in-depth interviews and Focus Group Discussion (FGD) with informants, and secondary data including official documents. Informants in this study were thirty-nine people. The results showed that.First, the history of land ownership is still disguised due to the recognition of two different tribes, the Beti and the Nope. Secondly, development by the Kupang district government as a policy to prepare for the expansion of the sub-district was responded to by the Beti resistance movement. Third, political opportunities for resistance movements are hampered due to the low carrying capacity of the political elite, the structure of resource mobilization has become directed with the support of activists from the Agrarian Reform Movement Alliance (AGRA), the Indonesian Women's Union and the New Indonesian Youth, framing the movement moved by the discourse of belief against the Emperor Loemnanu's land given to the Beti tribe since 1832. Fourth, the action of the Beti tribe movement in the claim of land led to the failure of the realization of the Kupang district government program. With the resistance movement carried out by the Beti tribe against the kupang district government, it has an impact on the Beti tribe and the East Amabi Oefeto District party. The land claim process carried out by the Beti family and complaints made by the subdistrict have not been responded well by the Kupang District Government so that the conflict has not yet met the settlement point.
