Abstract

The background of this research is not optimal reception retribution from the licesing sector , particulary the building permit. The purpose of this study to determine the implementation of the Regional Regulation (Perda) Oesapa city number 11 of 2011 on regional levies particularly levy Building Permit (IMB) in Oesapa city , Implementation’s theory use is Metter and Horn, with a descriptive Method, Qualitative, approach, . Data collection thechniques are interviews, observation and documentation. Analysis of data using Models Metter . Implementation of research results Oesapa city Goverment regulation number 6 of 2016 on levies particularly IMB is Generally good because it is the local government initiatives directed to the realization of BPTPM Kupang City , as well as well regulations authorize the Mayor. Although , retribution IMB has not been fully optimized for the condutions of Human Resources is not adequate , and low public awareness in the of IMB.Advice can be given that optimize human resourch, especially technical the recidence permit, a more equitable desimination to the public, as well as the provision of strict sanctions in building that do Not have permission .
