Abstract

This paper aims to discuss the Program for the Construction of Liveable People's Residential Houses in TTU District (BERARTI) and to discuss the BERARTI Program, which includes: Effectiveness of the BERARTI program implementation, the accuracy of the BERARTI program implementation, the efficiency of the BERARTI program implementation, the adequacy of the BERARTI program implementation , and the responsiveness of the community towards the Implementation of the Program for the Construction of Livable People's Residential Houses in North Central Timor Regency. In the collection of scientific papers, the writer conducted field visits and collected data through interviews, closed questionnaires to related agencies and communities receiving surgical assistance programs for uninhabitable people's homes in the North Central Timor district. This evaluation program uses Dunn's theory which evaluates more detailed programs, which are 5 criteria, namely efficiency, accuracy, efficiency, adequacy, and responsiveness. The results of the evaluation conducted on the BERARTI program that is based on the theory of valuation of dunn obtained results as follows: Achievement of objectives is quite effective. Although, this program reduced the number of non-livable houses by 34% from the total 3,368 housing units targeted at the time I ran this BERARTI Program. This happens because of budget cuts to cope with extraordinary and unexpected events that hit the Covid-19 pandemic. The level of accuracy of the target group for the implementation of the BERARTI program is quite high, amounting to 92.86% right on target of the poor who live in uninhabitable homes. The efficient BERARTI implementation program is realized in the implementation of the committee program at the Regency, urban / village level, and working groups in accordance with applicable regulations, so implementing the BERARTI implementation program can help quite efficiently. The BERARTI implementation adequacy program that was approved from the program's success based on physical, economic, and social aspects was 57.14%. The level of community responsiveness to this unfit home improvement program must meet the expectations, perceptions, or values of the community. The suitability of expectations in the implementation of the program is not high enough, with the acquisition of 42.86%, the benefits received by the community from the implementation of the program amounted to 64.28%, and the small participation / involvement that emerged in the community amounted to 5.36%
