Abstract

Market levies are dues received from the levies of market service users who directly use the market facilities by traders or entrepreneurs and grant placement licenses by the Market Regional Business Entity. The formulation of the problem in this study are (1) How much is the Contribution of Market Levies on Regional Original Revenues during 2015-2018? (2) How was the growth of the Kupang City Market levy growth during 2015-2018? (3) What are the factors that influence the receipt of the Kupang City market levies during 2015-2018? The population in this study is the Kupang City Original Revenue Data and Market Retribution Receipt Data from 2015-2018 used as a sample. The analysis technique used is quantitative descriptive analysis using contribution analysis methods and qualitative descriptive analysis techniques with interview methods. The types of data used are Target Data and Realization of Market Retribution Revenue Data, Target Data and Realization of the Original Revenue of the City of Kupang and Direct Interviews with the Managing Director of the Kupang City Market Regional Company. From the results of this study indicate that (1) Market contribution to the PAD of Kupang City fluctuated from 2015-2018, where in 2015 the contribution of the market retribution to the PAD of Kupang City by 1.01% increased to 1.36% in 2016, then in in 2017 its contribution decreased to 1.23% and in 2018 the market contribution declined again to 1.16% (2) The average growth rate of market charges in 2015 to 2018 was 3.44% (3) Factors affecting Kupang City market revenue receipts are the less than optimal officers in terms of withdrawal fees, public awareness in terms of paying low retribution and receipts from several market objects that are considered still low. The conclusion in this study is the low contribution of market levies to the Regional Original Revenue (PAD) of the City of Kupang, due to the government's intensification program in terms of intensive retribution withdrawals by officials not yet optimal and the public awareness of compulsory retribution is still low, besides these two things, the low contribution of retribution The market for PAD is also caused by the contribution of some market objects to the market retribution is still considered low. Suggestions for the severe government of the City of Kupang, PD Pasar to further improve work performance in terms of increasing market revenue retribution and for market service users (traders and entrepreneurs) so as not to neglect paying fees.
