Abstract

The issues studied from this scientific paper related to the leadership function in the performance improvement officer indicated By BASARNAS Kupang, where the employees ' performance on the operation of SAR operations especially for disaster treatment/catastrophe is not maximal, the reason that the leader is less effective in directing employees, this is demonstrated by the employees in the service is still not satisfactory and the process of . The SAR services handling The purpose of this scientific paper is to: 1). Know the motivating ability in improving employee performance. 2). Know the responsibilities in improving employee performance. 3). Knowing supporting objectives in improving employee performance. The method used is qualitative descriptive, used to analyze the data of interviews collected from all sources. The Data types used in this scientific paper are primary data and secondary data. Data collection techniques used are interviews, as technology developments, interview methods can also be done through certain media such as phone, email, or Skype. The analysis results are examined from this scientific paper based on a leadership indicator according to Kartono (2008), indicating that: 1). The motivating capability in improving performance of employees is seen from the quality aspects of the work of the SAR Kupang officers, has not been able / to improve the maximum working quality, through an ideal response time It is known for leaders who are less effective at encouraging in improving the quality of employee performance through the ability to perform delegated tasks. 2). Responsibility in improving the performance of employees seen from the quantity aspects of the work of the SAR Kupang officers, the leader has not been able to increase the quantity of good employee work, through the task of the responsibility of the SAR Kupang officers in the handling of calamities/disasters. It is known because the underprivileged leaders provide support and firmness to the employee to be responsible for completing a job in a timely manner. 3). Supporting the objectives in improving the performance of employees seen from the working aspects of the SAR Kupang officers, the leadership directed his subordinates to establish cooperation and conducting a vertical coordination system has been carried out well in. The activities of the SAR operations and in accordance with the rules and procedures that have been established and continue to undertake horizontal coordination with the potential parties such as local agencies, private and community are said to Which involves cooperation with the TNI, POLRI and military operations to achieve a smooth completion of the operation of disaster management activities.
