Abstract

The employees’ performance is mostly needed because it mirrors the employees’ ability to do the duties entrusted to them. Kupang Municipality Performance Indicator at Tourism Office in 2018-2020 indicates that not all programs met the targets yet. RI Ombudsman in 2018 and 2019 evaluated that the service of Kupang Tourism Office was categorized in red zone, with very low TDUP. Referring to this background, this study aims to know 1) The description of motivation, work environment, organizational culture, job satisfaction and employees’ performance; 2) The significance of effect of motivation, work environment, and organizational culture partially on job satisfaction; 3) The significance of effect of motivation, work environment, and organizational culture partially on employees’ performance; 4) The significance of effect of job satisfaction on employees’ performance; 5) The significance of effect of motivation, work environment, and organizational culture on employees’ performance mediated by job satisfaction. The types of data in this study are secondary data. The data are collected by distributing a questionnaire and then are analyzed using descriptive and inferential statistic applying SEM PLS. The results of descriptive statistic analysis indicate that motivation, work environment and employees’ performance are categorized as pretty good, while work environment and organizational culture are good. The results of inferential statistic (bootstrapping), show that motivation and organizational culture have a significant effect on job satisfaction but have insignificant effect on employees’ performance; organizational culture has a significant effect on job satisfaction but insignificant effect on employees’ performance; work environment has insignificant effect on job satisfaction but has significant effect on employees’ performance. These results also show that job satisfaction is not able to mediate motivation, work environment, and organizational culture on employees’ performance.
