The Nusa Tenggara Timor province progresses in a paradox between poverty and abundant natural resources. These abundant natural resources should be a main capital of development in NTT if it can be well developed. The government has tried to utilize these abundant natural resources through many economic improvement programs based on local potential. One is invite the investors to invest at NTT. However investment opportunities at NTT have to confront with many technical and non-technical problems. Investors have to confront indigenous land tenure status as one main problem. Therefore it is important to make a different approach that consider or based on indigenous concept of their land tenure.This study aimed to understanding that indigenous concept. It is important as a reference of government policy in an attempt to develop and utilize land tenure. This study uses literature review method to approach these objectives. As a result, this study comes to conclude that indigenous understand their land as a garden, as holy and sacred place, as mother and home place, declare their identity, as a subject and object and as a konflic potential.
