Abstract

This study was written by Gebianus Klau (311 17 032), Development Economics study program under the guidance of supervisory lecturer I Ibu Dr.M.E. Perseveranda, SE., M.Si and supervisory lecturer II Mr. Adrianus Ketmoen, SE., MM with the title of the study "Analysis of Consistency of Planning and Budgeting of NTT Province year 2019". This study aims to know the consistency of planning and budgeting in NTT Province and toknowthe causative factors in case of inconsistencies. This research was conducted at the Regional Development Planning Agency of NTT Province. The data sources in this study are secondary and primary data. The data collection methods used in this study use documentation, interviews and study libraries. The analysis techniques used in this study are descriptive analysis and to evaluate the level of consistency of programs and activities between planning and budgeting documents is carried out by creating a Matrix of Consolidation of Planning and Detractors. The results of this study showed that the consistency of planning and development in NTT Province went quite well, in addition to the level of consistency of planning and development can also be said to be quite good, although there are still programs, activities and budgets of several SKPD in NTT Province that have not been consistent. Some factors that cause inconsistencies in programs, activities and budgets are the lack of joint commitment from stakeholders and policy makers to maintain consistency in planning and budgeting documents as well as the intervention of dprd members, especially during the process of drafting apbd. Based on the analysis in this study, research advice is to increase the commitment for stakeholders and policy makers in maintaining consistency of planning and budgeting and also the provincial government conducts regular evaluation of the level of consistency of RKPD, PPAS and APBD documents in each OPD or SKPD. If at the time of evaluation is declared inconsistent, then the provincial government can do coaching on any OPD or SKPD.
