Abstract

This study uses a qualitative descriptive analysis method. Sources of data in this study are primary data and secondary data with research subjects namely the village head and village officials and the Umakatahan village community, Central Malaka District, Malacca Regency. The results of the analysis show that development planning in Umakatahan Village, Central Malaka District, Malacca Regency has not shown optimal social welfare. This is evident from the lack of maximum capacity of the village government in carrying out good and targeted development planning in supervising development planning and the factors that hinder development planning in Umakatahan Village are (1) Community knowledge about the amount of funds (2) Inadequate facilities and infrastructure (3) Implementation time (4) Human resources and (5) Development that is not right on target. Based on the results of this study, it is hoped that the Umakatahan Village Government before the village government establishes a development plan must first see what the needs of the community are, and the community can believe in the development plans made. In order for development planning in Umakatahan Village to run well, the village government and the village community must work together, because the success of a development is the role of the village government and the community itself
