Abstract

Education is a planned reform effort to improve the quality of education. Onesuch business is the application of MBS in the school. The goal gave authority to the school to improve the quality of education.One of the schools that implemented the MBS is SMPN 1 Semau Selatan. Implementation of MBS consists of planning,organizing,implementing, and monititoring as well as evaluation. Planning include; the analysis of the condition; formulation of objectives; the division of tasks and decisions.Details,including: organizing tasks, the division of tasks and organizing. Implementation of MBS item involves the entire school with all the facilities for the sake of the progress of the quality of learning. While monitoring and evaluation, conducted by the principal against the entire activity at the school. This is a research problem (1) How the implementation of MBS in SMP 1 Semau Selatan? (2) what factors restricting MBS? (3) what factors supporting MBS? and (4) how to overcome the obstacles to implementation of the MBS solutions in SMPN 1 Semau Selatan? Research purposes, namely (1) describe the implementation of MBS; (2) describe an inhibitor factor; (3) describe the factor endowments and (4) describe the solution to overcome the obstacles to implementation of the MBS in SMPN 1 Semau Selatan. This research was conducted in SMPN 1 Semau Selatan, with sampling; the head of shool, 4 teachers and 1 employe. Using data collection techniques: interviews, observation and study of documentation and data analysis done by reduction of data category of data, as well as synthesis. While the validity of data is tested by means of focus discusion groups (FGD). The results showed that the implementation of the SMPN 1 Semau Selatan supported by (1) existence of socialization by the Government; (2) there is the cooperation of the citizens of the school; (3) the formation of the container working group of teachers; (4) the division of tasks; (5) conducted monitoring and evaluation;(6) change of mindset of teachers; and (7) the financial and administrative management increasingly transparent. Constraints implementation of MBS, such as lack of information, ineffective decision making and difficulties of coordination can impede the implementation of the MBS. The solution, it needs serious revamping in anticipation of obstacles which can reappear. Thus it was concluded that the need for good cooperation between all parties in order to keualitas the education of SMPN 1 Semau Selatan can be achieved. For it is recommended to all parties, both Government and community schools, in order to have a sincere intention, bulatnya determination and willingness to bring together measures accompanied by hard work to restructure the education system, need to be inculcated to all the school component and the community as well as Government as spearhead the implementation of the right to education.
