Abstract

The research problem of this study is how the performance of citizenship administration services and what supports the achievement of basic service performance indicators of citizenship administration of the Dukcapil Department of Kupang Town. The aim is to describe and analyze the achievement of performance indicators for citizenship administration services to find out and analyze what supports the achievement of performance indicators for citizen ship administration services at the Dukcapil Department of Kupang Town. The research method used in this study is descriptive qualitative. The sampling technique used in this research is purposive sampling. The data sources were taken from primary and secondary data. The research variables of this study focused on three key aspects/dimensions, namely the achievement of organizational goals, responsiveness and accountability. The results of the study show that (1) the achievement of organizational goals has been running effectively. This can be seen from the optimization of the performance of citizenship administration services by building good relationship with the community as service recipients and supporting agencies, (2) the responsiveness of the Dukcapil Department of Kupang Town to the needs of the public has been running fast, free and solutive. Judging from the existence of a digital-based citizen administration service system, the existence of government policies that do not charge fees, as well as a positive response from the service recipient public, (3) the accountability of the Dukcapil department has been running systematically. Judging from the existence of an implementing accountability forum and the existence of an agreed mechanism internally and externally (public). Based on the findings above, the writer concluded that the citizenship administration services at the Dukcapil Department of Kupang Town have been running well in accordance with three aspects, namely: Achievement of organizational goals; Responsiveness, and Accountability. From the results concluded, recommendations or suggestions can be made, namely: (1) the Dukcapil Department of Kupang Town must continue to optimize resources by building good cooperation between the government as a service provider and the community as service recipients, (2) the public of Kupang Town must continue to support each program work organized by the Dukcapil department in order to create the good administrative services.
