Abstract

This thesis is entitled: The role of the APPeK Workshop as a facilitator in dealing with the impact of the tropical cyclone disaster in Oenesu Village, West Kupang District, Kupang Regency. The problem in this research is what is the role of Appek Workshop as a Facilitator in Mitigating the Impact of Tropical Cyclone Seroja in Kleurahan Oenesu, West Kupang District, Kupang Regency? The purpose of this study is to describe and analyze the role of the APPeK Workshop as a Facilitator in Oenesu Village. The theory used in solving the problem of this thesis is the theory of facilitators which includes 3 aspects, namely: Identifying community needs, with indicators namely: Interacting with community victims affected by the tropical cyclone Seroja and determining the types of community needs. Responsibilities, with indicators namely: Delivering assistance to communities affected by disasters, Carrying out work in a professional and responsible manner. Aspect Monitoring assistance provided to the community, with indicators namely: Providing targeted assistance for its use. The research method used is a qualitative descriptive method. Primary data sources are informants while secondary data sources are documents related to research variables. Data collection techniques used are interviews, and documentation. The results showed that the APPeK Workshop as a facilitator to provide assistance to the victims of the tropical cyclone disaster was going well, this was seen from the aspect of (1) Identifying community needs in this aspect the APPeK Workshop directly interacted with the community in terms of determining the needs of the community affected by the cyclone. Tropical Seroja, (2) Responsibilities in this aspect The APPeK Workshop has performed its function as a facilitator well (3) Monitored the assistance provided to the community in this aspect. Based on the results of the analysis carried out by researchers, it can be concluded that the role of the APPeK Workshop as a facilitator in dealing with the impact of the Seroja tropical cyclone disaster in the Oenesu sub-district went well and effectively, both from the planning process to the process of distributing relief goods for community victims affected by the Seroja tropical cyclone disaster. The APPeK workshop as a facilitator does not only directly provide assistance to the community but through an interaction approach with the new community to determine the types of community needs. In its responsibilities, the APPeK Workshop has carried out its duties as a facilitator and has gone well. And in terms of monitoring the needs of the community when they have interacted, and in terms of determining the needs of the community to the distribution of goods in a responsible manner, the APPeK Workshop also supervises the aid goods until they reach the people in a targeted manner. The suggestions given are (1) the APPeK Workshop must continue to cooperate with the Village Government so that the assistance is truly right on target (2) The APPeK Workshop must open a discussion room with the Village apparatus so that when there is assistance such as the Seroja tropical cyclone disaster, this is not only a workshop APPeK, which can be responsible for providing assistance to the community, but from the Kelurahan must also be fully responsible for providing assistance to the community. (3) The APPeK workshop and the Village Government must work together to oversee this channel of financial assistance, so that the Regency and Provincial Governments are truly valid.
