Abstract

This thesis is entitled "Public Perceptions About Apparatus Performance in West Kupang District in the Implementation of Public Peace and Order". The main problem to be researched is how the public's perception of the performance of the West Kupang sub-district apparatus in the implementation of public peace and order. The purpose of this study was to describe and analyze the public's perception of the performance of the West Kupang District Apparatus in the Implementation of Public Peace and Order. The theory used as the basic concept is perception and performance. The method used is descriptive method. Primary data sources are informants while secondary data sources are library materials, literature, previous research and books. Data collection techniques used are interviews and documentation. The results of the research from the aspect of work quality, work quantity and timeliness show that (1) The level of education of the sub-district apparatus is not an absolute benchmark for answering problems in the administration of peace and order. This is because the education level of the sub-district apparatus is Bachelor and Master, which is more or less equal to the number of high school graduates. (2) Various efforts and efforts have been carried out by the sub-district through outreach and patrols in areas prone to cases. However, what has become PR is the lack of in-depth socialization to the general public because the parties involved in the socialization are representatives from RT and RW officials. (3) Coordination with Bhabinkamtibmas and Babinsa with the West Kupang District Apparatus has been synchronized so that the three institutions can cooperate in maintaining peace and public order. (4) In the division of labor, each employee carries out tasks in accordance with the existing Tupoksi where in its implementation if a problem occurs in the West Kupang District area, the sub-district apparatus has the task of being a mediator in solving the problem and if the problem has been included in a criminal act it will be submitted to the police. (5) The work discipline of the sub-district apparatus has carried out its duties according to the main task force and then the time for entering the office is good. It is known that in the process of serving the community, employees are not fixated on working hours but they continue to serve their duties outside of working hours. (6) Availability of the number of employees at the sub-district office is sufficient to expedite all work affairs at the office so as to provide optimal service to the community. (7) The level of discipline of the District apparatus in attendance is very good, where out of 19 employees the average level of attendance is on time.
