Abstract

This research was written by Rianti Grasela. M Tlonanen NIM:31118111. Development Economics Study Program under the guidance of Advisor I Mr. Daniel Taolin, SE, M.Si and Advisor II Mr. Adrianus Ketmoen, SE, MM, with the title "Optimizing Micro, Small and Medium Enterprises (MSMEs) in Efforts to Restore the Economy of MSMEs Registered at the Center NTT Integrated Business Services Impact of Covid-19 in Kelapa Lima Village, Kupang City” The Covid-19 pandemic that has hit the world, including Indonesia and East Nusa Tenggara, has had a triple impact, namely epidemiological, economic and social. Handling health aspects, saving Micro, Small and Medium Enterprises (MSMEs) is the main focus of the government considering that MSMEs have been proven to be able to become the locomotive of the national economic movement, so the role of the government is to optimize MSMEs through policies and programs from the central government, Province, Kupang City and Kelapa Lima Village. The formulation of the problem in this study; What is the form of government intervention, participation of financial institutions/banks and nonbanks and how MSME innovation and creativity optimizes business during covid 19. The aim is to find out what forms of government intervention are, participation of bank/nonbank financial institutions and creativity and innovation from MSMEs in the Head Village Five Kupang Cities in running a business. The research method is qualitative with descriptive data analysis and the approach used is an inductive approach with data analysis techniques through data reduction, data presentation, conclusions and verification. A sample of 28 MSMEs in Kelama Lima Village, Kupang City with various types of business (in the culinary, trade and service fields). Based on the results of interviews and surveys, it can be seen that the previous 28 MSME units were partly Ultra Micro (UMi), after receiving a business license from the government, they were promoted to Micro Enterprises. Government policy that Micro Business Productive Assistance (BPUM) cannot be accessed by some MSMEs due to constraints on information and licensing requirements that must be owned, entrepreneurship development training and technical training according to the results of interviews who have participated in the training. managing business. Credit offers from Banks/Financial Institutions are not accessed by some MSMEs because they do not have a utilization plan and have no experience in conducting transactions. MSME business conditions during covid 19. 25 MSMEs stated that stable turnover did not experience a decline, except for MSMEs whose business was in the rental service sector. Surveys and interviews show that the Government's policies are related to the ease with which they apply for a business license. Business licenses facilitate access to capital to banking institutions, the creativity and innovation of MSMEs is still low in business management. Government intervention in various policies in the context of optimizing MSMEs has been carried out through facilitation, ease of licensing processes, business matching, business coaching and markets as well as the Micro Business Productive Assistance (BPUM) program. The participation of financial institutions/banks in MSMEs during COVID-19 through credit relaxation is one of the stimuli for MSMEs in MSME businesses. Various government policies aimed at optimizing MSMEs need to be socialized and escorted so that they are right on target in accordance with the goals to be achieved, the important thing that needs to be considered in optimizing MSMEs is human resources so that in order to increase human resources it is necessary to collaborate with the Regional Government and Higher Education Institutions for education and training activities for MSMEs, MSMEs as business actors need to adapt themselves to various conditions and strive to increase knowledge and skills in business management.
