Abstract

This thesis is entitled "The Role of the Office of Women's Empowerment and Child Protection in the City of Kupang in Handling Victims of Violence Against Women and Children in the City of Kupang in 2021". The main problem in this research is "What is the role of the Office of Women's Empowerment and Child Protection in Kupang City in handling victims of violence against women and children in Kupang City and what causes violence against women and children in Kupang City". The aim is to analyze the role of the Office of Women's Empowerment and Child Protection in handling victims of violence against women and children in Kupang City and to describe the factors that cause violence against women and children in Kupang City. The theory used in this study is the theory of Empowerment of Victims of Violence against Women and Children. Descriptive research method with a qualitative approach. The informant determination technique used in this research is the purposive technique. The types of data are primary data and secondary data. Data collection techniques were carried out by observation, interviews and documentation. The data analysis technique used is data reduction, data presentation and finally verification / drawing conclusions. The results of this study indicate that: The role of the Department of Women's Empowerment and Child Protection in Kupang City in handling victims of violence against women and children in Kupang City can be done by (1) Providing the ability (Enabling) to carry out spiritual guidance to restore the trauma, depression and stress of victims by strengthening faith. (2) Empowering the existence of providing education and guidance and creating accessibility to various opportunities that make victims more empowered. (3) Provide SelfIndependence (Help Self) coaching talent and skills and provide training to run a business so that they can have a side income and always involve themselves in community activities. The factors that cause violence against women and children in Kupang City are more dominant in economic factors, patriarchal culture, social media, infidelity and lack of parental supervision of children. Based on the results of the research analysis above, the authors conclude that the role of the Kupang City Women's Empowerment and Child Protection Service in handling victims of violence against women and children has been going well. There are several activities carried out by the service, namely conducting socialization/counseling on the Domestic Violence Law, Children's Rights, Gender Mainstreaming and Empowerment of women in the economic and political fields as well as assistance to victims of violence. Other roles are also carried out through inter-institutional cooperation. This is done to reduce the number of violence and facilitate the process of handling victims of violence against women and children in Kupang City.
