Abstract

The purposes of this study are 1) To determine the effectiveness of the acceptance of special parking fees for Kupang City 2) To determine the growth of parking fees in Kupang City. 3) To find out the contribution of special parking fees to the PAD of Kupang City. This study uses quantitative data, the type of data that can be measured or calculated directly, in the form of information or explanation expressed in numbers or in the form of numbers. Sources of data used in this study is secondary data is research data obtained by researchers indirectly through intermediary media or obtained and recorded by other parties. The sample used in this study is the target, realization, effectiveness, growth, contribution of PAD from Kupang city special parking from 2015-2020 then calculated based on the formula for effectiveness, growth and contribution. The results obtained: The level of effectiveness of special parking fees in Kupang City in 2016, 2017, 2018, and 2020 is very effective. It is said to be very effective because the achievement rate is above 100%. In 2015 less effective. It is said to be less effective because the achievement rate is between 60% - 80%. The growth of special parking fees in Kupang City fluctuates every year. In 2015 growth reached 67% because the realization of parking retribution receipts experienced a very significant decline and did not meet the set targets. In 2016 growth decreased with a percentage rate of 44.54%. In 2017, the growth of special parking fees increased again, with an achievement rate of 79%. However, in 2018, growth experienced a very drastic decline, with an achievement rate of -11.90%, but increased again in 2019 by 44.90% and in 2020 by 45.60%. The contribution of special parking levies to Regional Original Revenue (PAD) has fluctuated due to the realization of special parking levies in 2015 which experienced a very drastic decline which did not meet the target. With the results of this study, it is recommended for the local government of Kupang City in this case the Kupang City Transportation Service to always pay attention to the collection of special parking fees so that it can increase Kupang City's Original Regional Revenue (PAD)
