Abstract

Kupang City is the capital of East Nusa Tenggara Province, which in addition to being the center of government, social, political, educational and cultural activities, is also the center of East Nusa Tenggara's economic activities. As a center of trade, industry and tourism, Kupang City also has an area that often experiences traffic jams. This study analyzes the effect of land use on road performance. The analysis should be based on the effect of the class of side barriers and the capacity of the road section affected by land use. One of the causes of congestion is the use of ineffective land use patterns, consequently reducing the quality of the road, the volume of traffic that is not proportional to the capacity of the road in accordance with government regulations in the shopping environment. This study aims to examine the performance of the Jalan Jenderal Soedirman section using the Indonesian Road Capacity Manual (MKJI) analysis method which can show that the performance of the road section is poor, with a degree of saturation value of 0.75. The LoS value exceeds the DS scope limit of 0.75 where the traffic volume begins to be disrupted, the speed is low, and the service volume is related to the maximum capacity. The dominant influence on the occurrence of traffic problems or which can reduce the level of road service is the influence of the magnitude of side barriers that affect the capacity of the road segment. For this reason, efforts to improve road performance need to evaluate changes in land use patterns that have a significant influence on road performance.
