Abstract

Kota Lama Sub-district is one of six Sub-districts which organize the public administration service in the government of Kupang Municipality. In 2018, Kota Lama Sub-district Office was evaluated about the public service quality. The evaluation results showed that 23.3% of the served people stated that the service was not yet optimal. The problem formulation in this studywas as follows: 1) How is the description of transformational leadership, organizational culture, job satisfaction, and organizational citizenship behavior of employees in Kota Lama Sub-district Office? 2) Do transformational leadership and organizational culture partially influence significantly the job satisfaction of employees in Kota Lama Sub-district Office? 3) Do transformational leadership and organizational culture partially influence significantly the organizational citizenship behavior of employees in Kota Lama Sub-district Office? 4) Does job satisfaction partially influence significantly the organizational citizenship behavior of employees in Kota Lama Sub-district Office? 5) Do transformational leadership and organizational culture influence significantly the organizational citizenship behavior with job satisfaction as intervening variable in Kota Lama Sub-district Office? The results of descriptive statistic analysis showed that all variables were categorized as good. The results of analysis using SEM PLS version 3.0 showed that transformational leadership had a significant effect on job satisfaction, but had an insignificant effect on employees’ OCB. Furthermore, organizational culture has a significant effect on job satisfaction and OCB, nd job satisfaction had a significant effect on OCB. The result of this study also proves that job satisfaction mediated transformational leadership and organizational culture on OCB of employees. Based on these results, it is suggested to Kota Lama Sub-district Head to improve the leadership style in a more concrete way, such as providing opportunity for sharing experience between the leader and staffs as well as implementing ten work cultures.
