Abstract

The purpose of this study was to find out how the description of planning and budgeting, implementation and administration, reporting and accountability, guidance and supervision as well as human resource competence in managing capitation funds for National Health Insurance at health centers in Belu Regency. This study uses quantitative research methods to determine the magnitude of the influence between variables by testing hypotheses. The population and sample of this study are the financial managers of capitation funds at the puskesmas and the health office, totaling 50 respondents. The type of data is secondary data, the data collection technique uses a questionnaire. The data analysis technique used is descriptive statistical analysis and inferential statistical analysis. The results of the descriptive analysis show that planning and budgeting, implementation and administration, reporting and accountability, guidance and supervision, human resource competence are included in the very good category. This condition indicates that the planning and budgeting, implementation and administration, reporting and accountability, guidance and supervision as well as human resource competencies carried out by the puskesmas have been going well. The results of inferential statistical analysis show that planning and budgeting have no significant effect on absorption of capitation funds, implementation and administration have a significant effect on absorption of capitation funds, reporting and accountability have a significant effect on absorption of capitation funds, coaching and supervision have no effect on absorption of capitation funds, and resource competence human resources have a significant effect on the absorption of capitation funds. Based on the results of this study, it is suggested to the Belu District Health Office that the results of this research can be used in the capitation fund management process, especially to pay more attention to the process of implementation and administration, reporting and accountability as well as the competence of human resources in order to support the achievement of the level of uptake of JKN capitation funds in Puskesmas in Belu Regency.
