Abstract

Parking is an element of facilities that cannot be separated from the road transportation system as a whole. With the increase in the population of a city, it will cause an increase in the need to carry out various activities. Most residents in big cities carry out their activities or travel by using private vehicles so indirectly an adequate amount of parking space is needed. With increasing population growth and a high level of economy in an urban area, it will result in an increase in the need for facilities needed by urban communities such as trade centers, education, offices and businesses. In terms of increasing these facilities where the government does not issue policies in traffic management, in this case private vehicle users, it will lead to an increase in the use of private vehicles. The trend of increasing private vehicles will increase the need for parking facilities. The increased need for parking facilities has also occurred due to changes in the use function of the shophouse building on Jalan R. W. Monginsidi, (in front of Siloam Hospital) Fatululi, Oebobo District, Kupang City. As a secondary collector road that connects between sub-districts, Jalan R. W. Monginsidi is one of the centers for trade, education, offices and business activities which has resulted in a large increase in traffic movement due to the use of private vehicles to the activity center. During those times many visitors were in and out of the trading area, naturally demanding parking spaces. The existing parking index for the Kimia Farma building is 0.61%, Alfamart is 0.57% and OYO 1977 Harvest Residance is 0.93%, meaning that the three buildings meet the existing parking needs. For the planned parking index in the Kimia Farma building 0.91%, Alfamart 0, and OYO 1977 Harvest Residance 0.66%, it means that the three buildings do not meet the parking standard rules according to the 1996 Director General of Land Transportation Regulations
