Abstract

Regional assets/Regional Owned Goods as one of the important elements in the context of administering government and public services, and used to increase local revenue must be managed properly, efficiently, effectively, transparently, and accountably. The purpose of this study was to determine: 1) Regional assets management, HR competence, compliance with regulations, utilization of information technology, leadership commitment in the Kupang City Government. 2) the significance of the influence of HR competence on the management of Regional assets in the Kupang City Government. 3) the significance of the effect of compliance with regulations on the management of Regional assets in the Kupang City Government. 4) the significance of the influence of the use of information technology on the management of Regional assets in the Kupang City Government. 5) the significance of the influence of leadership commitment on Regional assets management in the Kupang City Government. This study uses quantitative methods. The sample of this research are the user of goods, administrators of goods in Regional Apparatus Organizations in the Kupang City Government Scope of 86 people. The analysis technique consists of descriptive analysis and inferential analysis using the SmartPLS application. The results of descriptive statistical analysis show that the management of Regional assets in the Kupang City Government is good. HR competence, Compliance with Regulations, Utilization of Information Technology and Commitment of Leaders in the Kupang City Government are quite good. The results of the inferential analysis show that HR Competence, Compliance with Regulations, Utilization of Information Technology and Leadership Commitment have a positive and significant impact on Regional assets Management of the Kupang City Government. The result of the coefficient of determination (R2) states that the contribution of the HR Competence variable, Compliance with Regulations, Utilization of Information Technology and Leadership Commitment to the Variable Management of Regional assets in this study is 90%. Based on the results of this study, it can be suggested to the Kupang City Government to 1) Improve Human Resources (HR) competencies, by implementing/organizing education and training, or technical guidance on the management of Regional Property at the beginning of each fiscal year, and providing opportunities for Regional Assets Management to participate in these activities; by providing opportunities for Regional assets managers to attend training related to Regional assets management procedures. 2) Improve compliance with regulations, by formulating regulations and technical guidelines regarding the management of Regional Asset and instructing Regional Asset Management to carry out their authority and responsibility as well as possible in accordance with applicable regulations; 3) Increasing the use of information technology by providing Regional assets management application software Regional assets management at the Regional Apparatus Organizaiton level, in order to realize the optimization and efficiency to Regional assets management; 4) Increasing leadership commitment, by instructing Regional Apparatus Leaders to set performance standards and signing a performance agreements at the beginning of the year.
