Abstract

This thesis is entitled The Political Strategy for Winning 5 DPRD Members Elected by PAN According to Peter Schroder in the 2019 Legislative Election in East Manggarai Regency. The formulation of the problem in writing this thesis is the Political Strategy for Winning 5 DPRD Members Elected by PAN According to Peter Schroder in the 2019 Legislative Election in East Manggarai Regency. The theory used by researchers in solving research problems is political strategy according to Peter Schroder, especially offensive and defensive political strategies. This study used descriptive qualitative method. Primary data sources are informants while secondary data are documents related to research variables. Data collection techniques used were interviews, observation, and documentation. The data analysis stage was carried out through data reduction, data presentation, conclusion drawing stage and then analyzed descriptively qualitatively. The results of the study show that (1). The Offensive Political Strategy, carried out by 5 Elected PAN DPRD Members of East Manggarai Regency in the form of building networks and political organs in the form of forming successful teams that are more based on figures or have broad influence in society such as Tua Golo, community leaders and confidants in this case family as close as the children of Rona and the children of Wina. The presence of Tua Golo as one of the successful teams certainly facilitated political work in the context of raising mass to participate in the campaign and elect 5 candidates for the PAN legislature in East Manggarai Regency. The preparation of the winning program carried out by 5 candidates for the PAN legislature in East Manggarai Regency was in the form of determining the location of face-to-face Political Campaigns based on voter base segmentation and Electoral Geography, so as to find out the mass base of competitors and the mass base of their voters in this case close family and constituent bases. (2) Defensive Political Strategy, which was carried out by 2 (two) incumbent DPRD PAN East Manggarai in the form of campaigning for their success when they became DPRD members while serving as DPRD members, where both of them were able to fight for and realize the aspirations of the people so that they became the basis and consideration for the people to re-elect them . The five elected DPRD members of PAN Manggarai have received every proposal, input and suggestion from voters or captured voters' aspirations during face-to-face campaign activities and through recess activities, this can be seen in the construction of road infrastructure, construction of school buildings and distribution of free electricity meters. Based on the results of the analysis above, the authors conclude that the Offensive Political Strategy and Defensive Political Strategy affected the election of 5 PAN-Elected DPRD Members in the 2019 legislative elections in East Manggarai Regency. Based on the conclusions above, the authors suggest that in the future the 5 elected candidates for PAN Manggarai Timur will continue to defend and voice the aspirations of the people through political work in the DPRD xiii as the functions carried out by a member of the DPRD, namely the functions of the budget, oversight and legislation.
