Abstract

Factors that cause congestion and accidents on the Jl.Timor Raya section are caused by the surface condition of the road geometry, road equipment facilities, and the behavior of road users who are on sections km 8 to km 10 Jl. Greater Timor Kupang City. Problems that can arise from factors that cause road geometry conditions that can lead to instability and balance in driving, so that drivers will find it difficult to control the speed of their vehicles which can result in accidents with other motorists. The problem that often occurs on the highway is a traffic accident. Accidents require serious handling considering the losses incurred are very large, in the form of injuries to victims who die or losses in terms of material. In the research conducted on the 8 to 10 km road sections, Jl. Timor Raya City of Kupang to look for deficiencies related to traffic safety, using the Road Safety Inspection (IKJ) formula. Any technical errors and hazardous road environmental conditions are compared with technical standards or with existing provisions. The errors are expressed in the probability value of the cause of the accident (P) and the value of the impact of the severity (D) of the accident victims. This correlation between opportunity and impact values produces a risk value (R), which indicates road safety conditions. The highest average risk value on the Timor Raya road section is 101.33 (STA 1+800 and STA 2+000) which means that this road has a moderate accident risk and the level of road weakness related to safety also requires unscheduled handling. While the lowest risk value is 14.67 (STA 0+400) which means that this condition requires a passive response, where it is necessary to start monitoring the points that have the potential to cause accidents.
