Abstract

Topic of the thesis is Partnership Between Village Government and Traditional Leaders in Preserving Water Resources in Bama Village, East Flores Regency. As for the formulation of the problem in writing this thesis is "How is the partnership between the village government and traditional leaders in preserving springs resources (partnership principle analysis) in Bama Village, East Flores Regency? The purpose of this study is to describe the partnership between the village government and traditional leaders in preserving spring resources in Bama Village, East Flores Regency. The theory used by researchers is Partnership. The research method used is descriptive qualitative. The informant determination technique used in this study was a purposive sampling technique. The results of this study show that; The partnership between the village government and traditional leaders in preserving spring resources in Bama Village, East Flores Regency is carried out by (1) the Principle of Equity, namely the village government and traditional leaders carry out the Ete Kehi customary ceremonial in the spring area, where the village government prepares a pig, betel nut, wine, tobacco, epo (pieces of original sarong) and traditional leaders carry out the Ete Kehi traditional ritual. (2) The principle of openness by holding joint deliberations by the village government, traditional leaders and the community to discuss matters regarding springs, for example cleaning and reforestation in the springs area. (3) Principles/Principles of Mutual Benefit from the conservation of customary forest in the area of the Bama spring, there are perceived benefits, namely the provision of clean water to meet daily needs and for irrigation of farmers' fields, through the efforts of the village government to procure water pipes from the 2021 village budget funds, installing a water pipe from the spring to the village and installing water taps in each resident's house and also making efforts from the community and traditional leaders, namely participating in cleaning and greening around the Bama spring area and maintaining the existence of pipes water so it doesn't get damaged. Based on the results of the analysis, the authors conclude that the partnership between the village government and traditional leaders in preserving springs resources in Bama village has been implemented well in carrying out the Ete Kehi customary ceremony in the springs area as a form of traditional springs preservation. Even though until now there are no village regulations governing it, so far the existence of the Bama spring is very well maintained and there is an abundance of water. Therefore, the partnership between the village government and traditional leaders in conserving springs resources must be continuously improved so that the existence of the Bama springs continues to have an abundance of water.
