Abstract

This research is entitled Social Exclusion: Construction of Lambo Reservoir in Rendu Butowe, Labolewa, and Ulupulu Villages in Nagekeo Regency. The problem raised is how the state to expedite the construction of the Lambo reservoir and how the social dynamics of local residents in response to the construction of the Lambo reservoir. With the aim of research to describe and analyze the country's way to smooth the construction of Lambo reservoir and the social dynamics of local residents in response to Lambo reservoir development. The benefits of this research include; (1) academic benefits in order to be material for development and theoretical studies on social conflict strategies both horizontally and vertically in development, especially in the face of social exclusion of development; (2) practical benefits in order to provide an overview of the causes of various forms of social exclusion so that it can be an evaluation material for local governments to overcome the occurrence of social exclusion for the next stage of development; (3) social benefits in order to be a reference and learning resource for the public, especially those interested in infrastructure development conflicts and how government organizations implement communication strategies in crisis situations and overcome if social exclusion of development occurs. This research uses qualitative descriptive methods with data sources in the form of primary and secondary data. In research using in-depth interviews, observation and documentation as data collection techniques with the research variable is social exclusion. Social exclusion is something that is imposed by the strong on the weak and creates resistance. There are four aspects in variable operations, namely; regulation, markets, coercion, and legitimacy. In order to know the occurrence of social exclusion in the Lambo reservoir development policy as informed by the media or vice versa there is no social exclusion. The dynamics of conflict is the resistance of the customary community due to the development of Lambo in customary land, the community does not reject development but government policy on development in customary land. Therefore, it is recommended to the government to make regulations or policies in the Regional Regulation (PERDA) of Nagekeo regency regarding customary and individual land as legality in ownership or right of use by requiring land certification. So that development in Nagekeo is not hampered due to the legality of land ownership and the absence of social dynamics and conflicts regarding land.
