Abstract

Border areas between a country and certain countries must receive special attention. This form of attention is realized by the construction of the National Border Post. The construction of National Border Posts (PLBN) has the main function as customs (Custom), immigration (Immigration), quarantine (Quarantine) and security (Security) posts or often abbreviated as CIQS. PLBN was built as a representation of the progress of the Indonesian State in border areas. The construction of National Border Posts is not only an entry gate or a representation of a country, but can also become the embryo center for economic growth in border areas and can improve the welfare of border communities. This research aims to describe and analyze the impact of border area development on the people of Alas Selatan Village, East Kobalima District, Malaka Regency. The method used is a qualitative descriptive research method, the technique for determining informants used is purposive sampling. The data collection techniques used are observation, interviews and documentation. The research results show that first, in the welfare approach, infrastructure development in border areas has an economic impact on the community, such as job creation, easy access to transportation, clean water distributed from house to house and the infrastructure is adequate, but there is no good management regarding markets. border and the lack of empowerment of border communities so that the development of border areas can progress and be sustainable. Second, in the security approach, human security is greatly influenced by the economic life of border communities which is still relatively weak so that it has the opportunity to cause violations that may be committed by border residents and societal security in the form of continuity from habits, culture to religion, nothing has changed or changed because in the past the community The villages of Alas Selatan and Suai are one of the only different countries. However, in the process it is necessary to be aware of the urgency of the relationship between societal security and development of the Indonesia-Timor Leste border area. The conclusion in this research is that the impact of development in the border area for the community is seen using a welfare approach and a security approach, it has had an impact in terms of development, security and easy access but has less of an economic impact for some of the people of Alas Selatan Village.
