Abstract

This research focuses on the implementation of the street vendor control program by the Pamong Praja Police Unit in the Former Geliting Market Area, Kewapante District, Sikka Regency. The method used in this research is qualitative method. Data collection techniques are observation, interview and documentation. Data sources are primary and secondary data. The informant determination technique used was purposive sampling with a total of 6 informants. Data analysis starts from reduction, presentation and conclusion drawing. Based on the results of the research and analysis of researchers in the implementation of the Street Vendors (PKL) curbing program in the Former Geliting Market Area by the Sikka Regency Satpol PP, there are several obstacles from the six indicators measured that have not fulfilled the theory of the Policy Implementation Model according to Donald Van Meter and Carl Van Horn which is used with a top down approach, among others, weak human resources internally affect performance in the skills possessed by Satpol PP, declining and limited financial resources affect financing on the availability of facilities with damaged and inadequate conditions for the PKL curbing program run by Satpol PP in the Former Geliting Market Area.
