Abstract
This thesis is entitled The Effectiveness of Village Fund Management in Improving the Physical Development of Nanganesa Ndona Village, Ende Regency. The main problem in this research is how effective village fund management is in improving the physical development of Nanganesa Ndona Village, Ende Regency. Thus, the aim of this research is to find out how effective village fund management is in improving the physical development of Nanganesa Ndona Village, Ende Regency. This research uses the theory of Village Fund Management Effectiveness as a tool to determine the effectiveness of village fund management. The indicators in this research are Accuracy of Village Development Planning, Transparency and Accountability of Village Fund Management, and Community Participation in Village Fund Management. To obtain an overview of the effectiveness of village fund management in Nanganesa Village, the author conducted research using a qualitative description method. Primary data sources were obtained directly from informants, while secondary data sources were obtained through books and official documents from the Nanganesa Village Office and agencies related to this research. The informants in this research were the Village Head, Nanganesa Village Officials, BPD, and the Community. Based on the research results, it shows that the effectiveness of Village Fund Management in Improving the Physical Development of Nanganesa Ndona Village, Ende Regency, has not been effective. This is characterized by the level of output and input so that the use of village funds is not effective in increasing physical development in Nanganesa Village. Inhibiting factors that influence the effectiveness of village fund management in improving physical development are lack of community participation, lack of human resources, lack of transparency and accountability in managing village funds. Conclusions from the research results, data presentation and discussion, several conclusions can be expressed as follows: the accuracy of village development planning in Nanganesa Village has been carried out in accordance with and in accordance with the community's expectations. However, there are still complaints from the village community regarding road cuts, ditches and retaining walls which have not yet been built by the Nanganesa Village Government. In terms of transparency and accountability in village fund management, there is still a lack of openness of data and information to the community regarding the budget for the use of village funds. This can be seen from the community who are never involved in meetings or conferences regarding village fund budget management. As well as community participation in managing village funds, the lack of community participation in managing village funds makes it very difficult for the community to understand the management of village funds. The village government lacks communication with the local community so that the lack of community participation results in development that is not evenly distributed and in line with their expectations.
