Abstract

Cesilia Titania Miranda Bria, 33120133, with thesis title: “Analysis of the Feasibility Study of Fixed Asset Investment in Land for the Regional Government of East Nusa Tenggara Province for the 2021 Fiscal Year (Case Study of Land Investment in Besipae, Central Amanuban District, South Central Timor Regency)” Under the guidance of Mr. Leopold M. T Dawu, SE., MM as supervisor I and Mrs. Beatrix Yunarti Manehat., SE M.S.A as supervisor II. The formulation of the problem raised in the research is: "How is land investment in the Besipae area, Amanuban Tengah District, South Central Timor Regency? "This research aims to determine the feasibility of investing in land fixed assets in the Besipae land area, Amanuban Tengah District, South Central Timor Regency in terms of Input, Process, Output, and Outcome aspects. Data collection methods include interviews and documentation. The data analysis technique uses descriptive qualitative by reviewing the feasibility of investing in fixed assets in the Besipae area through Input, Process, Output and Outcome. The results of this research show that based on the realization of the 2021 budget for land capital expenditure of 14.58% of the Regional Government of East Nusa Tenggara Province, there is management of land fixed assets in the Besipae area. With this realization, the researcher evaluated the feasibility of investing in land fixed assets using the Input, Process, Output measurement approach and Outcomes. Where in Input, even though resources have been allocated well, there is no transparency in the planning for the management of Besipae land fixed assets from the Government. In Process measurement, budget recording on Besipae land fixed assets is not yet considered part of financial recording so it is said to be not yet feasible. Output includes achievements from the results of management of land fixed assets carried out by the government which have been carried out in accordance with initial planning, so that Outcomes include the benefits obtained. The benefits obtained by the community through the management of the Besipae area are said to be not yet feasible because the infrastructure built is often in locations that are less strategic for the community, and the direct economic benefits have not been felt evenly. It is hoped that this research will ensure that in the management of land fixed assets in the Besipae Area, budget usage can be recorded and reported transparently and involve the community in the planning stage so that it meets the community's needs and expectations, thereby creating prosperity between the community and the government.
